Should we have PHOENIX-1498? Or is that too big of a change?
As for release notes... We do not have them in HBase per se.From jira we generate the list
of changes, add those into CHANGES.txt, and mention anything noteworthy in the release announcement
email.We do have a "Release Note" field in Jira, but we don't do much with it, yet.

Andy, anything to add?
