Unless I've misunderstood the above...

See HBASE-3909, and any dynamic configuration changes committed to master might not be backportable
to 0.98. (Hard to say for sure without seeing a proposal.)

Within Phoenix you can do anything though, for example derive a new private Configuration
subclass and merge the static site configuration with updateable entries in the RegionCoprocessorEnvironment's
concurrent hash map.
