AP_DEBUG is pure evil if it's making its way into the builds of APR modules.It takes strchr
and the like and REPLACES THOSE with ap_strchr.  The onlyway round this is to use apr_ stuff
instead.

Adding "--enable-maintainer-mode" and re-compliling apache, I could get "make test" going
as before.
