The gist of it is that when you do hit MaxClients, the people trying
to get in are waiting in the listen queue.  It's like overflow for
MaxClients.  People don't just get sent away when MaxClients is hit.
I can't tell you what a sane value for FreeBSD on your hardware is
though.
