The function's prototype is the culprit. It wants to be called without 
arguments. Hence try this:

PerlModule Perl::AfterFork
PerlModule Apache::Constants
PerlInitHandler "sub {Perl::AfterFork::reinit(); return Apache::OK;}"

or

PerlModule Perl::AfterFork
PerlInitHandler "sub {Perl::AfterFork::reinit();}"

The blank between "sub" and "{" is essential.
