It's not trying to run it - it's trying to compile it.

sub handler {
     my $=shift;

That's the error. You can't have a scalar called just '$'.

     $f->send_http_header('text/plain');
     $r->print("Mod_Perl Rules Bigtime!\n");
     return OK;
