So it's not linked against libapr, which explains the problem. But that test 
should have been skipped:

my $has_apr_config = $build->{apr_config_path} && !$build->httpd_is_source_tree;

I think the problem is that you've passed MP_APR_CONFIG which was pointing to 
the source tree. I can't tell without seeing the bugreport info, which I've 
asked you about (URL quoted above).

Thanks for the the output of the tests, I need to add some more debug printing 
information to understand the problem. I'll keep you posted.
