Yup, this is it. Grrr, seems like my <Files /perl-bin/*.cgi> was
the problem.

<Directory /home/wwwrp/perl-bin>
	<Files *.cgi>
		SetHandler perl-script
		PerlHandler Apache::Registry
		Options +ExecCGI
		PerlSendHeader On
	</Files>
</Directory>
