Doug, sorry about the late reply. I've just compiled and installed
mod_perl from CVS (13 March 2000, 21:48) with Apache 1.3.12. You were
correct about turning off PerlFreshRestart, this fixed the problem in
both my original httpd (compiled with mod_perl 1.21 and Apache 1.3.9) and
the new httpd.

Unfortunately, I'm still getting a seg fault when PerlFreshRestart is
turned on. Here's a dump from gdb:
