I knew it was because <Perl>, Perl{Module,Require} call perl_startup()
before the module init phase, but it wasn't until Ralf pointed out:
API_EXPORT(const char *) ap_get_server_version(void)
{
    return (server_version ? server_version : SERVER_BASEVERSION);
}

*always* returns ^Apache/x.x.x, so the original bogus hack never worked.
I like the new perl_module_init()/perl_startup() split, less ugly, feels
better.
