Maybe it is just a problem of the COOKIE PATH, try to add

EMBPERL_COOKIE_PATH /

This causes the browser to send back the cookie to every location of your
server and only beneath the directory it was sent.

> PerlSetEnv EMBERL_DEBUG dbgSession

Needs to be 

PerlSetEnv EMBERL_DEBUG 0x200000

Sorry, only numbers are supported yet
