Do you mean Embperl 1.3.x or 2.0? This makes a big difference...

If you are unsing Apache > 1.3.9 it is better to use SetEnv instead of
PerlSetEnv

Embperl_UseEnv on is only for Embperl 2, Embperl 1.3.x always uses the
environment for setup.
