Thanks Gerald!!  Oh well, at least I'm consistent! :-)

For those keeping score at home, there was one more error in my code. 
$object_addpath needs an array reference of paths, not just a string. 
The working code snippet is:

use Embperl;
use Embperl::Object ;

use strict;

our ($object_base, $object_addpath);

$object_base = "CanebasTemplate.epl";

$object_addpath = [ "/home/httpd/htdocs/" ];

my $rc = Embperl::Object::Execute ({inputfile  => $ARGV[0],
									outputfile => $ARGV[1],
									object_addpath => $object_addpath,
									object_base => $object_base,
									appname => 'Canebas App',
								   }
								  );


if ($rc) {
  print STDERR "Problem executing: $rc\n";
}
