your httpd.conf says pocess .phtml with Embperl, for .fpl and .epl Embperl and Apache::Registry
are configured....

and you have a .html file, for which you do not defined any handler. So rename your file to
index.phtml and t should work

  Currently My configarion is : Linux Redhat 8.0 and perl 5.8.0 with Apache 
  1.3.27, mod_perl-1.27, HTML-Embperl-1.3.6 installed. I have successfully 
  installed all these packages. But while executing my html file(perl script is 
  embeded inside this .html file) I am not getting the executed html output... 
  Instead the embeded perl is displaying as such without execution... All the 
  .html files exists under my Document Root directory.

  Herewith I have included my sample code(index.html),httpd.conf file and the
  output screen shot(Screenshot.png) too... If possible please tell me what is
  the problem and where is the problem...
