Well, what you are trying do, is impossible.
I find best you to do thus:

[-
   $fdat{testfield} = "Say 'hi'.";
-]
<html>
<body>
<form name="X" action="[+ $ENV{SCRIPT_URL} +]" method="post">
<input type="hidden" name="testfield">
</form>
</body>
</html>

Case you need use "" instead of '', you will have that create a sub that 
change '' by "".
