Nope it's correct, please read perlpodspec. Don't confuse =begin html 
with =for html, the former is what you want.

This is done on purpose so you won't need to supply the closing tag, 
=begin/=end does the other one if you really need to embed new lines.

Please remind me, what's not working in Pod::POM now?
