Jan K. indicated that it was the result of perlbrew, httpd, and mod_perl not all being built with the same C compiler. I had tried to get everything built with gcc, but I had to symlink /usr/bin/cc to gcc instead of clang, and even then I think other parts of my toolchain were still using clang based utilities.
