Subject libapreq2 - Apache2::Cookie bug?

According to a bug report for Apache::Session::Wrapper 
(http://rt.cpan.org/Public/Bug/Display.html?id=20992), when 
Apache2::Cookie->new() is given an undef for the "-value" parameter, it 
doesn't return a cookie, it just returns undef.

This isn't documented, and it differs from the behavior of Apache::Cookie, 
which just used an empty value.

I'd argue that maintaining compatibility with Apache::Cookie is a good 
thing here, but at the very least this behavior needs to be documented.
