Subject [patch] test server doesn't start without mod_alias

My httpd isn't compiled with mod_alias and make test subsequently fails to 
start the test server.  I didn't adjust the indent of the conditional to 4 
spaces like the other uses of mod_alias in this file but if that's needed 
just let me know and I'll resubmit the patch.
