Subject Increase ThreadsPerChild again?

The latest CVS mp2 doesn't work on Win32 with Apache 2.0.49 due to the 
old ThreadsPerChild problem again.

It was increased from 20 to 25 recently, but that doesn't seem to be 
enough now -- this raises it to 30 which works for me:
