first of all s/Apache::Table/APR::Table/, second you have to preload APR which 
boots the others:

% perl -MApache2 -MAPR -le 'use APR::Table; use APR::Const qw(:common); print 
join "\n", keys %{*APR::Table::}'
add
do
clear
CLEAR
bootstrap
NEXTKEY
copy
merge
get
BEGIN
set
overlap
make
EXISTS
FETCH
DELETE
FIRSTKEY
import
STORE
unset
VERSION
overlay

Please suggest where it should better be moved? probably somewhere in
