Unfortunately I don't know what to do about Doug's suggestion:

  sub Apache::PerlBaseTime::handler {
    $^T = shift->request_time;
    return Apache::Constants::DECLINED;
  }

It resets the time for the whole process. 

  sub Apache::PerlBaseTime::handler {
    local $^T = shift->request_time;
    return Apache::Constants::DECLINED;
  }

wouldn't affect anything.
