   Just stumbled on this too. Everything is working but the error:
   
   > Failed to read cache clean timestamp
   /var/cache/pagespeed/!clean!time!. Doing an extra cache clean to be safe.
   
   ... is being triggered.
   
   Indeed, looks like the code referenced by @oschaaf is responsible, in a nutshell it expects
the file to be there.
   
   I think an easy solution would be having PageSpeed touching the `!clean!time!` file on
startup, to make sure it's there from the get-go.
