What about my third question -- what are the min version numbers of protobuf and gtest required
to build the ORC C++ API?

The 1.5 release does compile on windows, we just haven't updated the site yet. Sorry about
that. It does work on Mac OS 10.13. I don't know about Debian 9. I know that the libhdfs needs
a patch to compile on Ubuntu 18, but otherwise works.
