   We will create a subdirectory for each *unified* release that contains a complete set of component releases that will actually work together.  The point is that the version number of each of our components is not aligned, so grouping by those numbers is not useful.   Since we haven't created such a unified release yet, we don't have any subdirs.  Once we create the 19.05 release (or 19.06 depending on how long it takes to wrap things up), we will have a subdir for it.
