Not sure why debug calls wrapped in "ifDebugEnabled" would cause performance hits in an enviroment
with debug disabled?  I assume in your production environment you don't run with debug turned
on.  At the very worst, it seems we could turn this into a finer level of trace rather than
removing it entirely.
