Because if you attempt to remove a CD label, you'll surely take the DATA LAYER COATING WITH IT. See, CD-R (and DVD-R) discs have the data layer on the opposite side of the laser. That is to say, the laser passes THROUGH the plastic (polycarbonate), and reaches the coating in the back (that is, the upper side of the disc). Thus, when you put a label on top of a CD-R (or DVD-R) you're putting glue on top of the data layer, and any attempt to remove the label will damage it.
