I was able to replicate the reported issue on a Macbook Air running Mac OS X
10.9.2 with Open Office version 4.1.0.

- Upon opening Impress, the Text Properties toolbar is open and there are many
options but highlighting background text is not present.

- Upon opening Writer, the Text Properties toolbar is open and there are many
options INCLUDING highlighting background text.

Compared with Microsoft Office 2008:
Powerpoint is also missing the feature.
Word has this feature.

There is a work-around however which is to insert a text box (same size as the
text) and then the background colour of this can be set.

It is unclear if the exclusion of this feature in Impress is intentional or not
as many other decorative features are still available.
