You are totally right. Ten years ago, when buying MS Office, you received
0.50 m of books  with the product. But now the position of MS is so strong
that they can save these costs, external parties are rushing to do the job
for them ;-)
For a free product, a doc in a form of  an ebook could be helpful because
it's a cheap solution, easy to diffuse, and as confortable to use for the
enduser as a normal  book. Moreover, the text  mixing with multimedia could
bring a supplementary advantage. But before to do that, an existing and
maintained text documentation is necessary. Just an idea.

I've heard that working on the integrated help is not an easy task. Of
course, this question will rapidly be on the table with the 4.0 version.
Unfortunately I can't help you in this area.
