Few quick thoughts (or more accurately, ramblings):

  1. Annotation route will be able to add only 'constant fragments' to SQL.
Such approach may soon exhaust its usefulness.

  2. Overwriting DBDictionary is an option, albeit a weaker one for this
problem, unless you like working with SQL strings ;)

  3. Track usage of org.apache.openjpa.kernel.exps.FilterListener and see if
there is any light at the end of that tunnel. The context in which
FilterListeners are invoked seems to fit better to your problem description.
