OPENJPA-2444 fix default orm.xml location for ReverseMappingTool

I also fixed the badly formatted and partly broken TestUseSchemaElement.

> when running TestUseSchemaElement a file 'orm.xml' remains as left over and breaks the
follow up tests. This happens because the MetaDataFactory creates a new File("orm.xml") without
any base path if there is no orm.xml already on the classpath.
> It should actually use the base directory handed over to the mapping tool.
