Roger's last response on this thread says that the commands used to  
make a tag are:

> svn mkdir -m"create tags dir" https://svn.apache.org/repos/asf/ 
> incubator/openjpa/tags
> svn cp -m"tag 0.9.6-incubating" https://svn.apache.org/repos/asf/ 
> incubator/openjpa/trunk https://svn.apache.org/repos/asf/incubator/ 
> openjpa/tags/0.9.6-incubating

That suggests to me that the tag is sensitive to the directory  
context. Hopefully a more knowledgeable Subversion expert can let us  
know if that is accurate or not.
