OK, promise last one, I wrapped up OODT-191 (since it was a blocker). All done! 0.3 RC time!

I think we should definitely get https://issues.apache.org/jira/browse/OODT-129 resolved which
will require some updates to the release process. Cameron has already started part of this
by submitting an infra ticket (https://issues.apache.org/jira/browse/INFRA-3591) but as the
0.3 release manager you will likely be the first to test it out.
