Brian,

I just ran:

svn up
mvn install   (in the top level of oodt just to be sure)
cd webapp/workflow  (i have the trunk checked out into it's own project)
mvn package

Got the same problem.  Time to log a JIRA issue on this I think.

Here is what my system is setup as:
