After publishing our artifacts to Maven Central, this issue should be resolved.  I ran a test
last night doing the install into two stages, mvn install, mvn package.  It ran pretty well.
 I am running one last test this morning, just mvn package to see if the build will complete.
 If so I will close this issue.
