Chris A. Mattmann resolved OODT-208.

    Resolution: Fixed

- fixed in r1156926 and r1156930. Users can now specify an attribute at the condition level
called "optional", and set the value to true or false to enable or disable a condition. By
default, for back compat, all conditions are assumed to be optional="false", or "required".
