+For new ASF committers:
+1) Nominator kicks off vote on the PMC list, it's closed after 72 hours and tallied, and
if it passes process continues
+2) Nominator sends 01-invite.txt to the new committer, copying private@onami.incubator.apache.org
+3) If the new committer accepts the invitation, Mentor sends 02-acknowledgment.txt, again
copying private@
+4) Once the CLA is recorded (or if it already exists), Mentor makes a new account request
using the web form at
+https://id.apache.org/acreq/members/.  Note that this step will in general not be necessary
for new committers filing CLAs
+after being voted in, since the CLA form now includes a requested ID field and the new account
request may be initiated
+by the Secretary on receipt of the form.  Chair should monitor for email acknowledging account
+5) Once the account exists, the Mentor verifies commons unix group membership and adds the
new committer if s/he is not there.
+6) The Mentor asks on the private list someone with sufficient JIRA karma to add the new
committer to the commons-developers JIRA group
+7) Once JIRA group has been set up, Mentor mails private@ to confirm that the account setup
is complete.
+8) Nominator sends 03-welcome.txt to the individual, copying private@.
+For ASF committers new to commons:
+Step 1) above for commons proper, no vote required for sandbox.
+Mentor needs to add the new committer to the onami unix group using
+modify_unix_group.pl onami --add=<availId> and add the new committer to the developers
JIRA group.
