hi,

If you component is loaded and you have the widget/Theme.xml file, OFBiz 
load it to use it as potential Theme.

But follow 
https://svn.apache.org/repos/asf/ofbiz/ofbiz-framework/trunk/themes/README.md 
to enable it.
