Saving customers payment information is one step of checkout. It happens before you store
order in database. 

Ofbiz does not support scenario where customer gives credit card information on third party
website (and may be payment is collected) before order is created in Ofbiz.  If this is what
you need then, yes Its case of customization.

Paypal integration is similar to what you need, you may take its reference.
