Why should report designs files be moved? You say:

I guess you mean that they should directly be under the component root.

It can make sense to me. But I think we need the consent of users who are currently using
the existing structure. Could you please ask for it on the user ML? Note that for such change
it is recommended to start by that. This to avoid doing things that will never be committed
w/o a consensus.
