Before reverting, I must say it's not only for one user (to be clear Pierre). I also faced
a situation where test, QA and production servers could not connect to the internet. So something
like that would be needed to isolate the needed runtime libs for later pushing them to those

Another possiblity would be to create a Gradle repository accessible in the LAN, but that
sounds more complicated than simply copying the runtime libs  somewhere, or at least copying
the runtime libs would be the 1st phase. Because anyway you need to have these runtime libs
isolated somewhere, and the copyToExternalRuntimeLibs task does that very easily and simply.

Of course if you have a better solution I'll be happy to revert and replace. BTW could detail
why it?

It seems to me copyToExternalRuntimeLibs is not complicated and adds little if any complexity
