I proposed a solution which should be acceptable to all at OFBIZ-7754. 

If we agree we could drop EntityUtilProperties, remove the properties put in SystemProperty
entity from files, and, as Suggested [~taher] somewhere I can't find now, have only one big
files for properties kept in files, like HTTPD has.

Anway this needs more work...
