Ah, I gotcha. I think OnShutdown or OnStopped, either one, is fine. The issue here is likely
that there's no OnRemoved method to cleanup. Should have something like:

@OnRemoved
public void cleanup() {
    stateFile.delete();
}

That way, even though the file gets created, it will be cleaned up properly as well.

Though if we wanted to avoid creating the file all together, we could move the code that creates
the file to @OnStopped.
