Subject PHP framework handling in an old style.

I would like to resurface concern from a deeper mailing list conversation
and one I outlined at https://issues.apache.org/jira/browse/NETBEANS-1367

I have now played a bit with Tool-level frameworks, eg. Doctrine, and
despite the UI technically being present, the underlying functionality is
broken - commands cannot be found. There is no more pear, and doctrine was
split into multiple repositories with multiple command entry points for
each, which makes the config option field invalid..

Therefore, reviews such as this one

should not have been marked as done. The existence of these specifications
and options generates false positive impression.  Removal of these specs
and options from the plugin for now will also free up the work needed
during this testing cycle.

So far only one working properly is the PhpUnit, and even that uses global
script path options, when only per-project one should be used.
