Ok so first the point is confusing, because it says: Clusters are combined to create download
bundles: http://netbeans.org/downloads.
So clusters for downloading and clusters to have on the HDD are not the same, it seems so.
 
And the other thing is, why is PHP a cluster and HTML5/JavaScript not? What are the differences?

Look at your NetBeans installation directory. Clusters are the folders you
see there.
