It is not supposed to work that way. f:attribute is a component that comes from JSF 1.1 and
it just set the attribute of the parent component:

<my:component ...>
    <f:attribute ...>
</my:component>

In a composite component, you can define the attribute in the interface definition using "default"
property of cc:attribute 

<cc:interface ...>
    <cc:attribute name="myprop" default="..."/>
</cc:interface>
<cc:implementation>
    <!-- .... -->
</cc:implementation>

f:event is a different tag. I'll close this issue as invalid, because things works as supposed
to be.
