It seems really surprising that we would expect to support this.    http only transmits values
inside a form -- expecting multiple form values to be submitted seems contrary to the technology.
 I understand that we have to meet the requirements of the spec, but it surprises me that
the spec requires it.   The correct solution would seem to me to be a single form where there
are now multiple forms.

Sorry.  I know this doesn't really help in any way, but +1 to leaving feedback to the eg that
this is a silly idea.
