PostAddToViewEvent is being published incoherently with spec's javadoc

                 Key: MYFACES-3399
             Project: MyFaces Core
          Issue Type: Bug
          Components: JSR-314
    Affects Versions: 2.1.3
            Reporter: Jesús Pérez Alcaide (ISBAN)

In the javadoc of javax.faces.event.PostAddToViewEvent the conditions of when to publish that
event are expressed explicitly:

The implementation must guarantee that Application.publishEvent(javax.faces.context.FacesContext,
java.lang.Class, java.lang.Object) is called, immediately after any UIComponent instance is
added to the view hierarchy *except* in the case where ResponseStateManager.isPostback(javax.faces.context.FacesContext)
returns true at the same time as FacesContext.getCurrentPhaseId() returns PhaseId.RESTORE_VIEW.
When both of those conditions are met, Application.publishEvent(javax.faces.context.FacesContext,
java.lang.Class, java.lang.Object) must not be called.

MyFaces 2.1.3 is publishing this event when those conditions are met despite of the spec.
