is thrown because the PortletNamingContainerUIViewRoot transforms the null into an empty string
-- and as this restore is occuring in an action -- it can't namespace this -- so what ultimately
tries to get set is "" -- which is an invalid value and hence the exception.  Fix is to use
createUnique Id instead of "".  Also changed the code around a little to put a static prefix
at the front of the namespace which we use to determine whether the id has already been namespaced
or not (so we don't do it multiple times).  Used to set a UIViewRoot attribute but this isn't
always restored by the time the the code is called to use it.
