Redirect during render is supposed to simulate a real redirect (since portlets don't allow
real redirects during render).  In doing so any public render parameters sent in the original
request need to be preserved in the render redirect.  The bridge needs to encode these values
as part of the URL being carried forward during its processign of ExternalContext.redirect
